Having trouble Blocking IP Range pfBlocker

I'm attempting to block the entire 61.9.129.0 network for reason listed here: https://forum.pfsense.org/index.php/topic,72794.0.html
I got pfBlocker as I thought it would be the easiest way. I enabled it and set it to block incoming on the WAN interface.
I think created a list and pointed it to this url: http://www.uploadhosting.co/uploads/124.180.76.127/blocklist..gz
Which hopefully i wrote correctly.
The rule has appeared in my firewall rules, but it hasn't blocked the 61.9.129.0 network at all.
Where have i gone wrong?

I think you would have better luck with a solution proposed by phil.davis in the thread you linked:
@phil.davis:Make a firewall rule on WAN - Block protocol all source 61.9.129.0/24 or all of 61.9.0.0/16, destination any.
The trouble with these things is that the data has already come across your ISP link and been counted in your quota by the time you block it. So yes, as you say, you will need to contact Telstra and try to find out what is going on and why, and get your quota reset.
