Remote FTP instantly disconnects

I don't know what is going on here. I am trying to open the firewall to access a certain FTP server, but the usual methods don't seem to be working.
In Windows, I get the following:
ftp> open ftp.remotesite.com
Connected to ftp.remotesite.com
Connection closed by remote host.
ftp>ping ftp.remotesite.com
Reply from x.x.x.x: bytes=32 time=20ms TTL=117
Reply from x.x.x.x: bytes=32 time=20ms TTL=117I tried various things in the firewalling:
WAN:
Pass all TCP/UDP from network x.x.x.x / 16, any port to Any address, any portLAN:
Pass all TCP/UDP from Any address, any port to network x.x.x.x / 16, any portThere are no block rules defined above these two.
Firewall log shows no block messages.
Was using 2.2.1 release. Updated to 2.2.6 release tonight, and it still does the same thing.
What the heck more can I possibly do, to get this to flow freely?

Use passive mode FTP (anything other than the Windows command line FTP client), or setup the FTP proxy package.
