Failed to limit the p2p download bandwith

1 WAN 1 LAN, PPPoe type.I tried to setup the traffic shaper, but strange thing happened. Here's what I have done.
1. Firewall==>Traffic Shaper==>Limiters==> New limiter.

2. Firewall==>Rules==>LAN==> Add rule
Action Pass
Interface Lan

Destination any
In/Out pipe Upload_700Kb Download_18M3. It's working for speedtest, but NOT for utorrent or other P2P download software.
Anyone can tell me why?

You're using limiters, not actual interface shaping. I have no experience with limiters, but a common issue is the IP mask used. You may be creating a limiter PER CONNECTION. If you want to shape the entire interface, use shaping, not limiters.
