Upload 2.2.6 config to 2.3.2 and repository catalog update stall

Greetings,
We have received new pfSense hardware with 2.3.2 installed. I have updated two devices with 2.2.6 config while 'offline' (other then connected to a nic card on my computer and it upgraded fine. I did see where it did NOT like that it couldn't update the repository but it didn't dwell on it. It moved right along.
On two other devices, same setup, but different 2.2.6 config (different site) it stalls on waiting for the internet connection so it can update the repository. Eventually, it moves on but tries the same thing. Stalls for hours!
I thought it was the hardware by chance but checked that but uploading the first set of configs and it loaded without issues.
Is there anything in the config, even in advanced settings that could force it to update the repository?

Update: Here is what it says:
Waiting for Internet connection to update pkg metadata and finish package reinstallationUpdating pfSense-core repository catalogue…
Just sitting there.
Now, No. It's not connected to the 'Internet'. It's replacing an edge device so plugging it in at the moment would be bad.
Thoughts please? What is causing it to sit ideal like this for hours at at a time?

I loaded the config from the site that worked fine and this is what came up with VERY little delay.
