Um… Your users have access to your pfSense?

Or are you talking about users accessing the internet should get a popup informing them about surfing policies?

We do what we must, because we can.

just few of us has access to the pfsense web site. but company policy still requires the warning message to be present to the user when he logs in.

I don't need captive portal type of policy message for normal users.

I have seen where people can modify the prompt for username and password when logging on to state additional info.  Maybe something like this.  Where in pfsense to set this I do not know.
