Port Forward Rules Appear to Not work

I have got IIS running on a Windows 2012 R2 machine at 192.168.1.221.
Windows firewall is off, and I have created the following rule in pfsense on the WAN tab
I also have these LAN rules
For some reason, I cannot even get to the IIS landing page?
I've looked at the firewall logs and can see lots of entries like this
the first IP is as expected (the external IP for my office) and the "destination IP" is that provided by my ISP, it seems that the traffic isn't being routed to the web server?
Any ideas?

OK.
So it would seem i managed to get this working - i had to add a NAT port forwarding rule to deal with the web server.
I have another service running on a port but on the same IP so it will be 82.11.XXX.XXX:943
How do i go about forwarding this one?

That's how a port-forward works. First you define the connection via NAT - Port Forward, then you add a firewall rule to allow the traffic to flow.

Exactly the same way you did the first one, just replace 80 with 943.

KOM, thanks for the help so far.
I have configured the NAT and Firewall rules as per the guides (and the webserver i managed to get done fine)
However, the new rules i have created (for openvpn-as) dont show as ports being open when i test with a port scanner, and openvpn-as cant even test successfully itsself
