Firewall rules with 2 VPN not working

I've been trying to learn more about the firewall rules and creating VPNs and I can't seem to get this to work.

Attached is what I have now, and it is working fine as long as the third rule from the top is not active; activate that and things don't work anymore for any network.  For this setup I was trying to get 1 IP down one VPN, and the rest down another VPN.

Is this even possible?
