Block downloads in a couple of ip's

Hi, i want to block a couple of ip, that only can access, to some pages, but i can't do it.
So i block the usb port, but the people download the ultrasurf, i "jump" the firewall. so i want to block all the donwloads to this 2 ip's.
Because i delete the program, but they download, if i block some pages, they can download via email.
I hope that you can help me, because the users make me jokes about they are "hackers".

It's a game of cat and mouse. You can't never block them from doing something, only make it more difficult. That is, unless you want to just block all network access. You mentioned blocking a USB port. If you have control of their computers, there is a lot more you can do to control them that way. White-listing applications is one way to make sure only application you want to run are allowed to run. Or just ban them from using computers.
You can't solve human issues with technology. Tell them to stop, assuming you have the power to do so. If you don't well, stop worrying.
