Why are queues created by wizard only applied on outbound traffic?

I am wondering why after using the wizard, the only floating rules i see are outbound. I can see that packets are getting classified on their way out based on destination port.
However I dont see any rules applying to inbound traffic. Am i missing something. I have an asymetric connection where upload < download.

Are queues created on WAN & LAN?
AFAIK, if traffic is put into a WAN queue, any associated return traffic will be put into the LAN queue with same name as the WAN queue.

Because you cannot control how packets arrive on an interface or in what order. All you can control is how they are sent.
Downloads are managed with queuing on the destination/sending interface, such as LAN.
