Default Deny rule blocking random public IP's

Anyone have any ideas about why this is happening?

The 10.10.13.0 IP space is an internal VLAN, and that interface has an allow IPv4+IPv6 allow any rule in the firewall table.

Blocking because the packets are out of state (there is no existing connection).
