Will Traffic Shaper limits LAN file transfer speed?

Just wondering, will the Traffic Shaper limits affect our LAN's file transfer speed? Or will this just affect the internet speed?

It depends on where the file transfers happen.

If the client and server for the file transfer are both inside your LAN, that traffic would never hit the firewall and thus the shaper would not affect it in any way.
