Tunneling between 2 site to site ipsec

hi
i have 3 locations A (10.18.66.0/24), B(192.168.1.0) ,C (159.140.0.0/16)

there's site to site between
A<->B
B<->C

can i access resources on A from C without IPSEC between them and route the requests through B.
Can i use ipsec or do i need to switch to OPENVPN to accomplish this ?
Please advise.

i found this but it doesn't work. can anyone else chime in.

he's describing the same situation im facing. but i find that it dosnt work when i try to replicate it.
