I'm suing pfsense 2.3.4 release p1 on a ESXi setup.  1 WAN and 2 LANs, with pfblocker etc. loaded.

It has been doing this quite consistently, no matter how I ordered the rules, if reboot it all go back to some sort of "default" order and ruined my blocking/passing design.  Is this a bug or something I could make it persisted?

      Thanks

Let me guess - you are using pfBlockerNG and did not read the GUI instructions/notes on rule ordering…
