Can't boot after restoring config

I installed an SSD and removed the HDD. After fresh install of 2.4.0 on the SSD I uploaded the 2.4.0 config saved from the HDD install. When the pfsense reboot it hangs on Trying to mount root from ufs:…....
I can't seem to figure out the problem is. -
Hhm, did you use the webGUI to restore the old configuration or did you use the automatic restore according to https://doc.pfsense.org/index.php/Automatically_Restore_During_Install?
Did you try to boot the fresh installation with the default configuration?
And just a guess: May be your error is similar to this one: https://forum.pfsense.org/index.php?topic=137929.0
And another thing you could try to narrow down the issue: Try the ZFS installation instead of the UFS one.

Yes I used the GUI to restore the config file as I replaced the HDD with a blank SSD and installed 2.4.0 on it so there was no config to recover

I was able to boot the fresh install of 2.4.0 no problem. All the issues happened when restoring the config from the GUI

And another thing you could try to narrow down the issue: Try the ZFS installation instead of the UFS one.
I'm not sure how to do a ZFS installation. Never saw that option during the install process. Will ZFS work with 2 gigs of memory?

OK, pfSense 2.4.0 generally boots fine on your machine.
As you did not provide any hardware inforamtion I can only guess. But generally pfSense should run fine with 2 GiB of RAM on a home router with the usual one small SSD. I have read (but cannot find the reference right now) that ZFS under pfSense typically uses not more than 1 GiB. Could anybody please confirm or correct me? I am using pfSense 2.4.0 on an APU.2C4 with 4 GiB of RAM and a 32 GiB mSATA which runs fine. RAM requirement drastically increases when using ZFS e.g. on a NAS system with huge harddisks in a RAID configuration.
A ZFS installer is present since pfSense 2.4.0. It is the last option (if I remember the menu correctly, I have no machine to check here) of the installer menu.
With your latest information I do not expect situation will improve with using ZFS because your configuration obviously causes the error. Is your given error message complete?
Unfortunately, I have no more ideas how to narrow down your issue.

I trimmed off the end of the msg that listed the drive info. Didn't think it was important.

I tried to reinstall 2.4.0 from a USB to the SSD drive again choosing to use ZFS which is the last menu item as you said. After uploading the 2.4.0 config and rebooting I get a similar message from zfs
Trying to mount root from zfs:zroot/ROOT/default []… -
Did you add/change any System Tunables on your old install?
Edit: Try to restore one "Restore area" at a time and see where it breaks.

I decided to reinstall 2.3.4 on the SSD and then load my last 2.3.4 config on it. Rebooting after config uploaded it seem to hang at the same spot
Trying to mount root from ufs:/dev/ufsid/a33d3ef3…... [rw]….
After leaving that message alone for ~5 minutes it booted up in 2.3.4 with my config functioning. I upgraded the install to 2.4.0 and got an failed upgrade in the GUI. The pfsense router rebooted and 2.4.0 was present and functioning.My best guess is I need to wait longer after the Trying to mount ...... msg appeared. I thought it was hanging. Maybe original fresh install of 2.4.0 would have worked if I just waited but it seemed to be stuck at that msg forever <g>. Thanks to both of you for responding.</g>
