Unable to access LAN Configuration WP - New Install

I have a Dell 670 server I just put PFSense on. It is attached to a Cisco switch with three VLAN'S; it is on VLAN 10. My PC is on VLAN 113. I cannot access the IP I assigned for the internal NIC of 10.10.10.2. I can access it from another PC that is on the same 10 VLAN. I put a rule in to allow traffic from my IP. I also have the default allow all traffic from the LAN, but I still cannot access it unless I am actually on the 10 VLAN.
I have confirmed with Cisco my switch config and VLAN'S are correct.
What am I missing on the PFSense installation to be able to hit the configuration page from a host on the 113 VLAN and get internet access from hosts on the 10 VLAN?

Man, I even made a diagram as requested.

I got internet access for hosts on the 10 VLAN through the PFSENSE box, but I am still unable to reach the 113 VLAN from hosts on the 10 VLAN or to hosts on the 10 VLAN from the 113.

On pfsense, did you add 10.10.10.1 as a non-default gateway on the LAN interface. Then put static routes to the 113 and 116 subnets, via that gateway. These are both under System->Routing.

10.10.10.1 is set as the gateway on the LAN and it is not marked as the default-gateway.
I had not added the 113 and 116 subnets to the static routes, but I did and still no change. I added the 113/24 via the LAN-10.10.10.1 as a static route, no change.

Also, I can hit the gateway, but then the packets are dropped when they get to the PFSense. No matter what rule I put in the firewall for the 113 subnet I cannot access it.

Did anyone have any other ideas? At this point, I just want to be able to access resources from one Ip on the 192.168.113.0/24 VLAN on the Cisco side to all the resources behind the PFSense box (10.10.10.0/24).
