Configured rules to not placing traffic in proper queue

The rules I have configured are not placing traffic in the correct queue but into the default queues instead. I am basically just matching a really high TCP/UDP port number in both directions. Here are the rules, they are at the very top of the Traffic Shaping Rules. My qP2PUp or qP2PDown never have any packets in them. Meanwhile, my qlandef and qwandef are seeing all the data. UTORRENT is an alias for a statically configured port. I have captured the data and it appears as expected. Everything ingressing from the WAN interface is dst tcp port of UTORRENT and all ingressing traffic on the LAN interface is tcp src UTORRENT. So how are these rules missing? Other basic rules are working fine in my "Other" queues generated by the wizard. In looking into this, when are the traffic shaping rules applied? I assume they are done on the ingress port but are they done before or after the NAT and routing modifications have taken place? One other thing I have noticed is that when I try to modify some existing rules, not all the fields are properly pre-configured on the edit page. Its as if I'm creating or modifying a new rule. Most of the time when I click to modify a rule, the edit page is already loaded with the existing configuration.
