Multicast over PfSense

I have problem with multicast. My app is issuing alarms - multicast stream, which Cisco IP phones are not receiving. Those phones are connected over OpenVPN site-to-site network.
On Site A I have vm pfSense (version 2.3), and on Site B I have hardware appliance 2.1.5 version (Rident).
As a problem I see that phones from Site B are not able to register to multicast stream which originates on Site A, via IGMP packet with TTL=1 which means keep it local.
What I don't understand from posts here is, do I need IGMP Proxy set, on both sides and how upstream and downstream will look like in that case ?
Or do I need Bridging OpenVPN with LAN on Site A ?
Any suggestions ?

First update to the currently supported version 2.4.4p2, running such old builds is moronic at best.

Yes, you will need to use the IGMP proxy to make this work and it will need to be at both ends since there are three subnet involved here.
The only other thing you could do use an OpenVPN TAP connection but that would likely require significant network change and introduce other issues.
Do you have to use that 'app'? It seems not well suited to your situation.
