OpenVpn Packet loss

I have a problem with the openvpn server, many users are connected by openvpn client and lose packages to the internal servers (LAN) of our company. The strange thing is that they do not lose packages to google, other public web servers, etc.
Try with 3 ISP in our firewall, and the same incoviniente happens that loses packages and low latency.When I ping the openvpn tunnel, it also loses packets.
When I ping the firewall pfsense, it also loses packets.
This is my version firewall 2.3.4-RELEASE (amd64)
FreeBSD 10.3-RELEASE-p19Any advice or ideas?

Upgrade to current version.
Is your link saturated? Does your gateway have any measured loss (Status - Gateways)? Does Status - Monitoring show any packet loss? If there is no loss then the problem is likely with your external connection and nothing to do with pfSense.

2.3.x is EOL since October 31, 2018.

I normally see everything right at the gateway and I do not see any lost packets.
Is it really necessary to update and that will solve the problem ???

Ask yourself that again, and keep asking until the answer becomes clear.
If there is no packet loss at the gateway then it likely isn't a pfSense problem. What type of NIC are you using for WAN?
