it's not very clear what do you intend with "VLAN that is assigned to LAN"
VLAN is a different "interface" that can run on the same cable, you probably need a managed switch or you need to set the network card of your client to use that specific vlan id -
If you mean you want device X to always connect to VLAN Y with IP address ZZ.ZZ.ZZ.ZZ from any switchport on the switch that the user connects to look at FreeRadius and set up 802.1x on your switch ports.

Where did he say he wanted clients to move about switch ports and be assigned specific vlan?
Such a setup is not for beginners ;) And your switching infrastructure needs to support such a feature.. Your $40 vlan smart switch not going to support such a feature more than likely.

The only thing that makes sense to me is perhaps he wants certain devices on the VLAN, based on MAC address. Many switches support that, though not cheap ones. That's often done with VoIP phones, where the switch recognizes the MAC prefix.

Don't need to do anything with MAB or 802.1x to put a device in a different vlan ;)
And no your cheap smart switch is not going to support either of those features. But yeah that $40 smart switch would allow for putting any port in any vlan he wanted to..
