Massive quality spike when outbound traffic >1Mb

Hey, I can't seem to figure this problem out, maybe someone else has an insight as to what the problem may be?
I have a pfSense machine running as a home router, but for some reason as soon as the total outbound goes above 1Mb there is a massive quality/latency spike that affects all traffic, even when almost all of the traffic is in the lowest-priority qP2PUp queue. Inbound traffic appears to have no ill effect. We're on a 12Mbps-down/3Mbps-up cable link, and I have the traffic shaper configured from the wizard, with new bandwidth & upper limit m2 values for each queue, and a few extra manual tweaks. I used information stickied on this board to configure it and am fairly confident that it is reasonably configured.
Whenever this happens, there is an associated CPU spike that never saturates the CPU and doesn't last very long; however, the latency spikes (up to 2000ms) will persist until traffic drops below about 1Mb.
Running pfSense 1.2.2 with bandwidthd as the only installed package. Has anyone had similar problems, or can someone at least point me in the right direction?
