Squid/pfSense Restarts after Power Outage / Not writing to access.log

You guys will have to let me know what you need.. but this is my situation. I am running this pfSense/satellite setup in Iraq. All was well for the first month, but after our normal power outages.. I am noticing squid is appearing to start successfully per Services, and even cache.log, but it is not updating access.log. I can feel that squid is not feeding objects transparently through the cache. However, if I "restart" the Squid service from Services.. the access.log starts updating again.
I don't see any obvious errors in cache.log .. What do you guys need me to check? This is kind of annoying to have to restart the Squid service manually. We have power outages quite often.

I found something in system.log
May 23 14:46:03 pfsense php: : SQUID is installed but not started. Not installing redirect rules.
Why is this happening and what is the fix? After restarting the service, I think the redirect rules kick into effect and work fine. I checked a few other threads about this, but most of them are old.

To put a temporary band-aid on the situation.. I tried removing the squid package, reinstalling it, and rebooting (controlled reboot).. Access.log is being written to just fine.
The system.log file still has that entry in there, but is that "Reconfiguring filter" entry the "redirect rules" ?

This is HAVP message. This message mean whathavp is a parent for squid but squid not started.
