pfSense in AWS does not start after being stop

We have this issue for a while where pfSense does not start (reporting missing interfaces in the screenshot log in AWS) after it is being stopped in the console. It takes a few stops and starts before it is able to properly start. Does anyone know why?

We use the following version: 2.4.4-RELEASE-p1 (amd64)
