Speed Limit on Torrent is not working on Some IP's

Hi Everyone,
i am running small network on pfsense now i am facing issue is speed limit is not working on some users. for example one of my users 128.0.0.47 getting speed of 11MB's and allocated speed is 2MB's whenever user start downloading from torrent my speed limit rule bypassed while i am testing testing same speed limit on my inhouse system on 128.0.0.6 ip speed limit is working fine even on torrent.
