GeoIP 404 redirect page vs blank page to alert reason for blocking (DNSBL List/Catagory vs IP Block)

Hey Guys,

I'm trying to figure out whether I can get a Splash page to pop up when GeoIP blocks an IP connection vs having to decipher between was it blocked via DNSBL, or GeoIP. I need more convenience granularity vs having to log into the console.
