Single page slow to load since restoring config

I had an SG-5100 running 2.4.4-p3. I didn't want to try upgrading in case something went wrong, so instead I took a spare SG-5100 that we have, upgraded that one to 21.02.2 and restored the config.
Everything works great, with the exception of this one curious issue; ever since swapping the router, the page at Firewall -> Rules -> LAN takes about 20 seconds to load, and adding/changing rules on that interface has the same delay.
All the other pages, including the firewall rules pages for all my other interfaces (15 including VLANs, 3 WANs, and multiple S2S and RA OpenVPN interfaces).
The CPU does spike to about 40% while that page is loading.
Any ideas?
