Essentially what I needed to do was reboot after installing the "nut" package. The reason being there are scripts in
/usr/local/etc/devd/nut-usb.conf
that have not been executed yet.

Previously I had gotten this working by forcing nut to run as root. However, all that is required is to reboot and then the script runs that sets the appropriate permissions on the device, and then nut works and recognized my UPS.

I am wondering if it would be possible to just restart the devd service after nut is installed? Can installing a package do that? If so, should the nut package be updated to restart devd after installation?

Anyways, I am up and running and everything looks good with my slaves. Thanks.

You can either reboot or just unplug and replug the USB cable. Both will address the permissions issue.

FWIW, there is an NUT package support thread that covers most issues you might encounter using the NUT package, including this one.
