DHCPOFFER from Spectrum has no MAC address

Hi,
Like so many others, I am battling getting my router to work with Spectrum internet.
I think I may have a clue.
I have done some packet capturing and it would seem that my router is not recognizing the DHCPOFFER from Spectrum. Now, I may be wrong, but shouldn't the DHCPOFFER be directed to the MAC of my router? Spectrum seems to be sending it to broadcast (ff:ff:ff:ff:ff:ff) and I'm wondering if that's why pf-sense isn't seeing it? I also see that the Client MAC address in the DHCPOFFER is set to the MAC of their end, not my pf-sense box. So how is my router supposed to "know" the offer is for it?
When I did a packet capture of the DHCP on my LAN, the same broadcast MAC is used, bbut the Client MAC Address field contains the MAC of the PC, not the DHCP Server....
The DHCPOFFER is definitely there, but the Log indicates one is not received, so....
Thoughts?
