I have tried to use tcpdump to find out where those ICMPv6 messages are going to but on none of my interfaces I was able to see 100 ICMPv6 packets per second. Is someone else also seeing this and what could be the cause for this?

Do you see any of those packets in the pcap though? If not it might not be capturing them correctly.
