coreboot based systems: script to disable PCIe ASPM for ixl NICs

I think this solved a random Intel ixl NIC lockup issue I was having on 26.07 with my 3rd party coreboot-based system with X710-BM2 NICs.

Sharing it below in case anyone else is experiencing something similar and wants to try it
