Rules are not applying without restart

I am running PFsense 1.2.3 release.
I am having an issue applying rules. For instance, I have a Femtocell device that I set a static ip on. I added an in and out rule for that device's specific ip and clicked save. I started a call, checked the shaping queues and it was still being placed with general traffic. I went back, turned the traffic shaper off, saved it, turned the traffic shaper on, saved it and the traffic was still going to the wrong queue.
The only thing that fixed it was restarting pfsense. As soon s the box came back online, the device was now sending all traffic through the correct queue.
Is there any way I can make the rules apply without having to restart every time I change something?

Go to Firewall -> States -> Reset States. Note that this kills off existing connections for other clients as well.

Thanks. I wasn't aware states had to be reset for new traffic shaping rules to take effect. Seems to have worked.

Yes and no. Yes, if you've just reconfigured the traffic shaper/ rules. No, if it is with regards to WAN side load balancing/ failover. The latter has an option to cover it so that states are reset automatically when the outgoing interface is switched.
