Block the user connections

Hi all,
I used pfsense1.0 (forgot the detail version number) and blocked the user all the internet connections with the setting below:
protocol=*
source=192.168.13.3
port=*
destination=*
port=*
gateway=*
schedule=blockInternetThere were no more new connections with that source IP could be made and the established connections were killed when its the "blockInternet" time. After being upgraded to pfsense2.0 RC3, I do the same thing with the same setting. The PC with that IP cant build any new connections in the schedule. However, the connections that built before the schedule are not killed.
Is there any new conditions I missed lead to this result?

I have also tried the floating rule with the following setting:
action=block
disabled=false
quick=true
interface=did not select any options
direction=any
protocol=any
source=192.168.13.3(the target)
destination=anyAll the settings that do not listed are default.However, the result is fail.
