I use OpenVPN with a dynamic IP at the server end.
You have to register a DNS name with a DynamicDNS provider (e.g. dyndns.org). You might make a name like mymainoffice.dyndns.org
Then setup your DynamicDNS on the pfSense server end so that it updates the name with the current dynamic IP to the DynamicDNS provider. Now that name and IP address is available to query on the internet.
In the client, tell it to connect to the server at mymainoffice.dyndns.org
The client will know the server IP and connect to it.

As the Greek philosopher Isosceles used to say, "There are 3 sides to every triangle."

Static vs dynamic doesn't have anything to do with connection issues.

          1.  double check your server config and firewall rules
          2.  verify that the IP you THINK you have… matches what PFsense is pulling from the ISP... it is "dynamic" after all.
          3.  once you've verified which public IP is attached to PFsense, make sure your clients are connecting to the correct IP.
