Ports will suddenly not open using Firewall rules

I'm running pfSense 1.2.2 on a VMM and have added a rule to allow traffic through port 30000 for a Canada Post Shipping module, but after opening it the same as all my other ports (25, 110, 21, etc) it still appears to be blocked.  I checked using http://www.yougetsignal.com/tools/open-ports/ and it detects it as closed.

Is there something I'm missing that would prevent a port from opening?  I've tried opening other random ports and they don't seem to work either.  I do have my VMM tech looking into this, but they aren't very quick.

just adding a rule does nothing assuming you have NAT.
