Only if you have CARP activated for to pfSense's to sync:

I have every time I want to connect to the OpenVPN-Server through UDP one error:
TLS Error: TLS key negotiation failed to occur within 60 seconds

If i changed the protocol to TCP it work's.

For test I have deactivated CARP and UDP is working too.
Maybe this helps some people. ;)
