So far I've been able to do everything I've set out to do with pfSense.  Really impressed…

The last task is configuring the sharing of bandwidth equally among all clients.  I use limiters to limit the bandwidth of each client, but how do I share the bandwidth equally when the pipe is full between all clients.  I see that I can make sub queues under limiters, but I'm not sure what this accomplishes.  I'm using HFSC for traffic shaping in order to give priority to specific types of traffic over others and that is working well.

Is there a way to share bandwidth equally among all clients when the pipe is full by penalizing bandwidth hogs dynamically?

We have a NetEqualizer that does this, but we'd rather use pfSense for this if we can as pfSense can do everything else so far.
