Second Pair of Eyes - Traffic Shaping Configuration and Voice Quality Concerns

We are on PFSense 1.2.3-RELEASE
We've been having a large amount of voice quality issues with our SIP service as of late, and I was able to narrow it down to invalid PFSense config by one of our contract partners. I've made the appropriate (or what I think is appropriate) changes in our traffic shaping, but I'm hoping to get another pair of eyes for confirmation.
Essentially we have a signalling server that does the initial handshake (192.168.0.65)
Then we have our communication server that deals with voice conversations (192.168.0.66)
All voice calls are handled on the port range 10020 - 10275On our provider end, our signalling server greets their signalling server and then their server passes us off to some myriad of voice servers scattered across the midwest.
Armed with this knowledge, I've got our configuration as follows.
My question is pretty basic. Does this QoS config look right to you? For some reason we still have some garble and jitter on the lines. Albet it's a lot better than it was, but still not perfect.

- We have roughly 30 handsets in our organization
- usually a maximum of 6 simultaneous calls
- our internet connection is a microwave connection (wireless) E-10/10
- all our phones are on brand new Cat6 lines
- we do NOT have a VLAN for our phones.
