Redirect outgoing traffic to squid

I want to by-pass a ip block and only want to use squid for this specific IP.

What I tried is to add this rule to the /tmp/rules.debug and reload it but it doesn't work.

rdr on em1 proto tcp from any to 123.123.123.123 port 80 -> 127.0.0.1 port 3128

This is based on the rule that squid added when I configured it as a transparent proxy, that was:

rdr on em1 proto tcp from any to !(em1) port 80 -> 127.0.0.1 port 3128

I have been searching for a few hours now, any help will be welcome.
