How do I direct users to the captive portal? I have windows dhcp server which serves ip and also a cisco router which acts as dhcp. What would be the changes on the windows dhcp and cisco dhcp side?

Experts won't even try that.
On the other hand: pfSense also has DHCP server - and your are on a pfSense help-support-forum, so ….
(consider shutting down the Windows and Cisco DHCP server, activate the pfSense DHCP server - questions that pop up then could be answered here)

I might want either cisco or windows dhcp be disabled. Im not planning on using pfsense as dhcp. What would be done to direct users to the captive portal?

A DHCP server hand out a (new) IP address to be used by the equipment that needs one.
But it can do more then that. Have a look (without activating it) at the DHCP server page of pfSense: You can specify a default gateway IP. Set that value on your Windows DHCP server. It should be the IP of the pfSense box (because that will be the gateway). -

Despite the two DHCP servers on your network, the thing that makes the CP work is the gateway.
Tell your DHCP server (one of your choice) to send the IP of your pfsense machine as the gatweay to your dhcp clients.
