PfBlocker not working as intended

Hi all,

I was hoping that someone could shed some light as to why pfBlocker isn't blocking specific IP addresses even though they're within the pfBlocker's exclusion list.

Here are some screenshots to demonstrate my point:

pfBlocker Config (Africa)

and the Firewall logs show traffic passing through the firewall!?

Is the passing IP a part of the Africa IP range??
