Multi-WAN same ISP, same gateway

I have two DSL connections from the same provider, hence they have the same gateway IP address.
My desired config is to have WAN1 as the 'DATA' wan, which also has some port forwards assigned. WAN2 is only for VoIP traffic.
Its trivial to configure the rules which interface to use, and for VoIP i simply create a route for the IP of the voip providers server and send it all out WAN2.
The trick is that when WAN2 comes online it wants to install a default route which wipes out the WAN1 route. So the order in which they come up becomes vital, and if one bounces the default route shifts.
How do i configure WAN2 not to ever have a default route?

could you not get the same speed in a single package?
or they do not offer faster speeds so you have to get 2 packages?

I dont think that having two connections with the same Gateway will work in pfSense.
I had a similar problem but I am not using DSL connections? My solution was to create a virtual ip for the second WAN connection.

Its ADSL2 at sync speed, which in this case is pretty average due to distance from the exchange.
