Multi WAN Route ISP's own Ranges to that link

Ok, so I tried searching but didn't know how to word it very well so if this was elsewhere I appologize.
I have 2 ISP's. One is a local one and then ATT UVerse. What i would like is to be able to route IP Ranges that those ISP's own out their respective link for optimal routing.
For reference here are the ranges the local ISP owns http://bgp.he.net/AS13490#_prefixes
Now I know I could build a rule for each range to route it out it out the right link but that seems very messy. Is there a better way to do this? I'm not running BGP or anything as these are residential connections. I know if had BGP it would be a snap then.

Also possibliy related but i have noticed that the auto updater seems broken for me on this box. It gives the generic "Unable to check for updates" I checked the auto updater section and got this below
Downloading new version information...done Unable to check for updates. Could not contact pfSense update server https://updates.pfsense.org/_updaters
Is this related to the load balancing?
