Failover to second radius server doesn't work

Our primary radius server was down today but user weren't able to logon to our second radius server.
In the log file the only thing I could see was: Error sending request: sendto: Host is down
As he was only trying our primary radius server. As a quick fix I manually changed the primary radius server to the second one in the config so our users could logon again.
Anyone has an idea how to solve this? Or is it a bug?
