Ipsec VPN Tunnel Traffic Active?

My IPSEC vpn  tunnel is not active if there is no traffic , is this normal?

Is there a way to keep it active without needing the traffic?

Yes, it's normal. It should automatically get re-established as necessary, so why do you want to keep it up even with no traffic?
