      is it still only possible to display unused rules from the last time a filter was reloaded, or has there been improvements in this area?

        I believe on 2.2 the number of evaluations of a rule does persist across filter reloads, but not the packets/bytes/states counters. Something else would have to collect the statistics and interpret that data over time.
