<![CDATA[Trafffic limited with no rules]]>we installed a 2.1.3 on a 12mbps link with no shaping rules . In front of firewall we do have 12 mbps but behind firewall never managed to get more than 6mbps according to RRD graphs and speedtest.
the only rules we have are on l7 to block torrent traffic .

Checked on firewall -> traffic shaper and no rules are active

Do you have determinate if you problem is with you ISP?, test this:

Disconnect all network cable of your modem ISP and connect only your notebook and perform a speed test in  www.speedtest.net

If your result is less of 12Mbps, Call your support ISP
If your result is 12Mbps do you have determinate how much users is shared Internet and look your use i.e: youtube.com consume high bandwich
