<![CDATA[Using Bursting W/ Traffic Shaper on 2.1.5]]>so we have been trying to figure out how to get the burst feature working on the shaper and it appears it is simply an unfixable bug? or does anyone happen to have a quick solution to this, thank you.

As I stated in the linked bug report, there is no "quick solution". If there was, it'd be fixed in 2.2 already.
