TimeZone Change issues/bug?

I'm running 2.2-RELEASE (amd64) and I noticed that when you change the time zone through the web interface that not all services are reflect the timezone change until all the services have been restarted. For example when I changed from PST to UCT some of the services create entries in the log file with the incorrect time zone. Not sure if this would be considered a bug, or something that just needs better documentation

This make sense. You would need to restart services so it pickups the TZ change.
IMHO, if your going to change TZ, reboot your system.
