This was after a "restore to factory defaults" from the console of a Netgate C2758. It stops here and never proceeds any farther.
It'll react to plug/unplug events, like for USB or network, but nothing else.

See what's happening on the serial console.

It's probably waiting for input on the serial console. Nudging it to the video console from the loader prompt can help (set console=vidconsole)

Yep, that was it. For the benefit of future forum searches: when the boot process appears to hang with "Trying to mount root" as the last printed line, it has probably switched to the serial console, and it either needs to be accessed with a null modem serial cable or by entering "set console="vidconsole" at the loader prompt. It can be made permanent by putting console="vidconsole" in /boot/loader.conf.local.
This machine was not originally set up to boot to serial console, and didn't before - it seems to have happened after I had selected "return to factory defaults".
