DOS FTP command line

well since there is no helper and dos only allows active connections - that is not going to work because you can never get the data connection open because there is no port open on the firewall that the helper use to do for you. You can manually open the ports, or use a client that supports passive. filezilla supports command line.
Or you could use the new helper/proxy package.

Very strange,
Because I add this working perfectly in pfSense 2.0 !!!

and the helper/proxy for ftp was removed..
