Allowing email through

I am trying to make a change in the pfBlockerNG. I have a client trying to get email from a firm in Germany. The List Action is Deny Both In the IPv4 column, Germany is grayed out. Does that mean it is blocking or allowing email from Germany? Does it need to be highlighted to block email through? I'm obviously new at this, and did not setup this instance of pfSense.
